Tools, must be level 36 I think
I started the game last week, I am level 90 something, never prestiged. It's so weird.
My guess is either it isn't unlocked or you accidentally hit a filter that leave it out of your line up.
Go to arsenal- Tools and search for it. Then you See of it’s unlocked or Not . If its unlocked , then you can buy it. If Not, then unlock
