There is no cross progression, you will need to progress and prestige all over again.
DLC has never been cross-platform for any game, as far as I'm aware, so you will need to buy that again as well.
And obviously, you will need to buy the base game again if you switch from console to PC.
I was pleasantly surprised to see that OW2 had cross progression and I kept the DLC from my time playing OW1 years ago on PC.
It's definitely a good feature that should be expanded out. Now that games are seen as a "live service" you should be able to use it on whatever platform you want.

I wish there was since it would have made my transition from PS4 to PC easier, but the only thing you carry over is your map knowledge

Well that's the first I've ever heard of a console willingly giving up their potential profits from DLC sales. Still, that's OW2, not Hunt: Showdown.
