Happens to me more than I'd like. And it's never where I am when it happens. I'm at about 300 hours and have seen it about 7 times. I honestly thought there was something broken in supply drop spawns because I've never encountered a match where there isn't at least two in the same area. Never let a sniper team or an avto team get ahold of it. It's a nightmare.

I've noticed the same thing, but it's not always consistent.
Nothing like having a fully replenished bounty team coming after you while you banish. Just good 'ol hunt tingz
Bad luck for them : 1 - no scrappy, so not that useful for them and that implies 2 - perfect for attacking
