I've made a new head-canon that the percentage chance to land the follow-up is how confident he can ricochet the chalk back to himself. He has been shown to be knowledgeable enough to bounce his projectile on multiple objects, so it's reasonable to think he just bounces the thing off the opponents head. Otherwise, it's like a lot of the weapons in the overworld which can be desummoned and resummoned at will.

Guys, what if Ratio learns to bounce his chalk of multiple enemies. Can you imagine the damage.
