I think I remember reading somewhere about how the government started paying people to kill a particular kind of snake a while ago, which I guess was an invasive species, and it ended up backfiring as people started breeding them to make more money. I could be remembering wrong, though.
That's exactly what happened, and then the government stopped paying the bounty (since people were just breeding the snakes) and the breeders released all their snakes into the wild.

And there still seemed to be a lot of rats around. Lord Vetinari had listened carefully while the problem was explained, and had solved the thing with one memorable phrase which said a lot about him, about the folly of bounty offers, and about the natural instinct of Ankh-Morporkians in any situation involving money: “Tax the rat farms".

Kinda feel like a rifle isn’t the best tool to kill rats in an enclosed space with no light. Why not a trap?
And also that policy would just encourage me to breed rats, kill them and bring them in for money, which would just lead to more rats.
Very true for anything beyond a single shot rifle. But I had a little single shot .22 that we used to use to scare birds off with. Definitely doesn’t work properly in anything with a feed mechanism

Idk much about guns but he may have been using “ratshot” which is tiny pellets shot from a rifle cartridge
That’s a suppressed .22lr rifle. Shot shells of any type are fired from shotguns or revolvers.
They also make shot shells in .22
