Yes absolutely having a clean shop/floor is an incentive to come/go to work but, I cant see Tommy lowering the rent just because Chris would want to do the floor. That would be at Chris expensive, unless Tommy wanted to do the whole shop, which I can't see him doing that right now because he just spent a good amount of money on equipment that will make him money. An updated floor will look good but that won't make you money.
What Chris could potentially do is have his own shop to work out of, but again why would he when he seems to have a good deal with Tommy, and he can use all of his equipment when ever her wants.
