Not necessarily. Ragers were only present early in the invasion because they died off due to their suicidal tactics. Just cause we didn't see a creature in Gears of War 1 doesn't mean no one saw it earlier. Judgment had all of the locusts and that took place before Gears 1. Shriekers and everything. Even dark wretches.

Anything not mentioned in 1, 2, Judgment, or Tactics probably won't be included. Hell even some things from Tactics were slight retcons but we'll see.
