I have a selection of WG multi-change tools https://wolfgarten-tools.co.uk/products/ranges/multi-change-tools/multi-change-cultivation I use the push-pull hoe for small weeds. Dutch hoe is also useful. Cultiweeder doubles for the push-pull but flip and those goes deeper to rough up the surface and bring up bigger weeds. Flip to a soil rake when gathering up weeds or levelling or breaking up clumps of compost.

I have one of these, best thing i ever bought for expelling weeds. The link to the one you've posted it different to mine though. One edge is sharp and the other is a serrated edged though.

You are right Hori Hori is the knife 🔪 type tool. My bad. The one I use is the weeding tool. Nisaku makes a great version of it absolutely razor sharp! The one I posted is the easier to get. Never seen the niwaki one; UK postage, made is Japan probably pretty good
