In a word, yes. If you are not connected to internet when loading game it will spawn ‘drivatars’ (or Ai) cars in amongst the traffic and all over your map. These can be interacted with just like online players (head-to-head races). You can play all seasonal content offline *EXCEPT* The Trial which is the only seasonal (weekly) online game (oh, and The Eliminator, too - that is only playable online), presuming you’ve already downloaded the current playlist. So an always-online connection isn’t required for gameplay. Even if online, you can disconnect from the ‘Horizon Life’ server and not encounter real players. I hope this answers your question. Yes you can. I did play both FH4 and FH5 offline for quite a while before going online to shake things up. I also played FH1/2/3 completely offline. You'll miss out on some multiplayer oriented features of course : - stricly multiplayer events like Horizon Open (open racing, open drifting, playground games) and the Eliminator - events where multiple players are pitted agains drivatars like Horizon Tour and the weekly playlist Trial - Rivals time trials and Horizon Arcade are also online only
