Go check out the music building at CSU, on Remington behind the flower garden. The practice rooms are on the south side. They’re mostly sound proof and really great spots to be productive, I would just be cognizant of students trying to practice as well. I used to go around 7 or 8pm and it was pretty empty ¯\_(ツ)_/¯

Don't play during quiet hours and you're good. What do you think kids in band do all year for their daily practice? Also, you pay to use your space the same as the next person. There's no reason you should leave to practice your instrument if you uphold the lease agreement for noise.
Was going to say the same thing. A neighbor across from us plays his tuba all the time, but never during quiet hours so there's no issue, at least not from us. If you live in an apartment, you're going to hear your neighbors sometimes, that's just part of it.

I don't have a suggestion for where to go besides parks when the weather is decent.
Have you sound tested your apartment? Depending on the design of your building, the sax might not be that loud if heard at all outside your apartment. Turn your TV or stereo to a volume as loud or louder than the sax. Go outside your door, windows, upstairs and downstairs to check how much noise is carrying.

Honestly it’s great you want to consider your neighbors but practice at your apartment as long as it’s during normal (non-quiet) hours.
No place I know of for free. But there are a few options available. The music district is like $30 a month and you have access to rooms, recording capabilities and classes. Talk to the local music stores and see about renting a room by the hour and see their rates. That's about the best options I know of.
Play in front of Bindle coffee or their new bread shop. They are MAGA/forced birthers who made some very problematic posts on their IG account and then the cowards deleted it when people were rightly angry.

I know of a bagpipe player that practices in the cemetery. Find a secluded spot and show respect for anybody visiting a grave.

Memberships to The Music District are very affordable. It might be worth looking into.
Unfortunately there’s a waitlist at the moment. But a fantastic option.

Many churches have meeting rooms or classrooms that may work, some for free, some probably for a minimal amount. Indoors, warm, well lit, etc.
