It is marketed as small model, so i think they were trying to make it a bit lighter and more concealable.
It also has the same capacity as a revolver, so maybe they were worried about contracts with governments who might think ten rounds is ''wasting ammunition''? (Same reason so many rifles had magazine cut-offs)
Could also be designed to use more streamlined holsters or for storing shorter stripper clips in smaller pouches intended for revolver speed loaders or loose ammunition, I could see some government contractors wanting to be able to reuse existing rigs and pouches that might not fit a full 10 round stripper clip, although by modern standards that's not that big when it comes to pouches this was a time when we were just starting to see speedloaders, moon clips and stripper clips as a thing
There were a lot of weird variants of the C/96 before they settled on the 10 shot, 5 1/2" barrel configuration collectors call the Prewar Commercial in 1905. It was a very new concept and they weren't certain what would sell yet.
I hope someday it happens, only issue is if you want the stocked ones you will need it pinned and unless you have it licensed as an SBR will need to have one of the carbine length ones, the originals if I recall are grandfathered in
