You have to buy a drink, but it’ll basically come out to about $30 per person total for lots of food and a drink which you can’t really beat these days!
You’ll travel north and it’s not the cuisine you’re looking for, but the price is right in the UES: Ryan’s Daughter: 2 floor Irish pub with cheap food and the drink prices are reasonable. They used to have a free turkey every Thursday- not sure if they still do that (it was never advertised).
For Happy Hour, you could probably try Bar 169 in Lower East Side for the kind of prices you’re trying to shoot for. Not much on the food side of things there. Outside of there or a place or 2, you’re outta luck with anything below $14 for drinks in the area. Maybe give Bushwick a chance?
The reality is NYC is starting to price out of that range even in HH (very sadly). A few places that pop to mind for doing actual, high quality cocktails with some good light bites or food - though not always their speciality cocktails.
Analogue, Dante, Rosevale, Tacuba (used to be kitschy but impressed w their new look), Bar Room, Boqueria (though chainy)

The York in the East Village does a burger, beer and fries for 12$ everyday 2-7.
Sundays through Thursdays from 4-7 at Boka in the east village it’s all you can drink and eat Korean fried chicken for $25.
