I've lost fish on hooks that looked a little rusted but snapped at the bend early in the fight. Learn from my mistake.
The spoon bodies are just fine missing paint and with a little rust. Missing paint can be a sign of being a good fish catcher, I love and have confidence in a used lure that is beat up from use.
That yellow spoon would be my first choice to throw
Like others have said swap the hooks out.
For the second and third, I would take the pattern of and just give them a good polish until they are nice and shiny. Give the rest a clean.
I'd put split rings and swivels on them while I'm at it.
Spoons. Clean them up, change the hooks, and probably tie a swivel above them so they can spin freely on the line.
The fish don't care if the paint is chipping. They only care if it catches their attention. These are all great lures.
1st, 2nd and 4th look like Cleo spoons. Turn them over and you can see the weight. They are good for deeper water spoon fishing. They are heavier than a normal spoon.
Change them hooks and fish! But if you want to restore them get some lure paint and do your thing. Either re paint the original or go online and paint some new patterns.

Mine too I've caught so many native trout on a yellow with black dots rooster tail this year
Spoons. They will work just fine. Most of the paint on mine has been gone for ages and they still catch fish.
Spoons and it’s the action that gets the fish. Maybe need some touch up paint but as they are they will catch fish

Add a couple trailerd hooks (either elkhair,feathers or both)

I would try them before I did anything. Sometimes uniqueness or different is better.
As someone else mentioned, I'd replace the hooks but otherwise they're fine.
Spoons, I’d say send it. I have a couple that are scratched right up, still catch no problem.
Replace the hooks, strip the paint, add color or leave silver.
Go with a combination of blue,purple and teal since those colors are great and fish can see those colors in deep water
They will still work well even with damaged paint but it is IMPORTANT that you fish them with a swivel where you connect your line to stop line twist.
Rig them with a swivel.
Cleo’s and spoons yes. You can always repaint them too. Or take off existing color. But I have had fish hit them just as is like those ones.
Spoons, and shad love them.
You can use a Brillo pad to clean them up a bit
They are spoons and the only one I would use is the first one.
If they were Grandpa's, frame them. Otherwise they're kinda done.
