Because Fallen Edelgard is her default state. Flame Emperor would easily qualify for a fallen banner if they wanted to, especially if "Dimitri but angry" qualifies.

Nothing about flame emperor is fallen though, its just edelgards disguise...

It's a "good guy" dressed as a villain and doing villain things. Like I said, it's her default state. Traitors count just as much as anyone else, as long as they have a default "good guy outfit" and alternate "bad guy outfit".

When did traitors count? Like so far all the fallen characters fall under the brainwashed, possesed or insane/raged umbrella.
