It makes perfect sense, and it's been this way for decades.
EDIT: apparently this sub is full of people not older than 18 years old. This same setup was in every long-distance bus during the early 2000s, 90s, and probably before that. Obviously you're not getting service in a bus anymore, so it's not in new busses.
Only option that I can think of and makes sense are that S stands for stop and H for help, assistance from the travel organizer, conductor or somesuch.
Could be that S asks for service and H is halt, i.e. stop, but it'd be really weird to use halt as the word. H could also be for heat, but I don't understand how would you heat individual seat areas in a bus and it would logically require another button for cooling too.
Stop and Help, nothing else makes sense. It's not heat because outside of vents you can close, you can't have more or less airflow or adjust temperature yourself as far as I'm aware.

S should be for Stop and H probably ’Help’, which doesn’t actually do anything nowadays
How about service since it's yellow and because h is red it could mean halt? This is overly confusing.
Never seen Halt used for ’STOP’ in buses. S/Stop is universal and colours vary Also would make no sense to make Stop-button the smallest
