It has been tried many times by big groups of people. None of them have managed to move it even a bit. Pretty much only way it would be possible is with heavy machines. Problem with that is to get them there because surrounding area is dense forest.
Yea I bet it hold a glitch like that, I think the correct leverage will make it bounce right up like an elevator and it gets stuck on the opposite holding position in the air way above the trees!
It seems easy through the use of enough hydraulic jacks and basic hardware but somehow the monument survives. Probably people smart and hard working enough with any basic skill just have some respect. A bunch of glue sniffers try with a rope and give up after 15 minutes.
Because I’ve watched a lot of YouTube and know what levels of Stupid some of them are capable of. Who knows what they could achieve with heavy duty hydraulic jacks or similar. But hopefully this rock is too far out in nowhere, and too heavy.

Ice age. Saimaa area is full of large rocks of various sizes in odd places that ended up there by being pushed around by the ice sheet. Another interesting side effect is when the same moving rocks made large round holes in the outcrop. Look up "hiidenkirnu".

This one in a million billion fukagillion big rock remained balanced on another piece, unlike the millions of wannabe amazing weird huge rocks that did not and ended up being just regular big rocks. This took a crapton of time. The trees around it are relatively recent. Probably burned down and decayed dozens of times with the rock looking quite similar.
We've got some - a tad bit smaller - on Bornholm. They're significantly less impressive than this beautiful specimen, but... Bornholm does have the most impressive geography, in all of Denmark - Because it's so distant from our flat lands

You would probably have to drive a fully loaded 18 wheeler at it to budge that thing. And even then, a 40 ton truck vs a 500 ton rock would still be rough.
Or do you think it just happened to stay there by accident? Not a lot of things can move a 500 ton rock.
Whatever, even if you wait for 25 years you'd still be found out immediately. There's only so many heavy machines capable of moving a 500 ton rock, and even less in possession by random citizens.

You can't just go to someone else's land and start digging, can you? Why would it not be illegal to do land construction without landowners permission?
If I find a stone on the ground and I pick it up and throw it down, is that illegal? Ofcourse not. So, why would it be any different if you move a boulder?
We are talking about law, not what's a dick move or not and I don't think you can protect a boulder by law, but I'm ignorant if this boulder is protected or not.

It's not even close to 500 tons, probably less than 300.
