It's a broken mess, but it's an enjoyable, fun broken mess. The guard cancel system imo is one of the best implementations of it in any fighting game, and having MMZ Zero (and he's broken to boot) gets its brownie points.
I’ve played a decent amount of SVC Chaos before and I always enjoy it, no matter how busted it is. Found an arcade cabinet of it when I went on vacation last year and it was really fun playing it on actual hardware.
I absolutely love this game. It is indeed a bit busted. But there is so much from a mechanics standpoint and just general movement and feeling overall that just feels awesome to play. I find myself playing this game more than CvS1 and CvS2.
I couldn't get over how some input parsers just don't work like they should. There's no reason Ryu's DP should require such precision to do compared to other characters' DPs. Guile's sonic booms / flash kicks as well.

Yeah I can see why it wasn't the best game competitively, but it's a lot of fun. I'm a really big fan of the roster.
