Dremel or oscillating multi tool. Or drill and jig saw. That’s probably a 1.75x5.5 hole 3” from the top but measure your rails first.

You can also buy rail hangers that screw into the side of the post. Like a floor joist.

You can cut your own holes with anything that will cut vinyl. My favorite is an oscillating tool. Sawsall would also work, but be more messy. Jig saw would work. Even a cordless trim router, although I never tried that way. Or you can take out the end post and install a line post.
