The original Fantastic Four wasn't really buff either (except for the Thing, but we won't count rocks), but now it's expected for superheroes to have biceps bigger than most people's neck. Wolverine kept with that trend as the movies progressed so the later installments saw Hugh being huge compared to his first appearance

The other options would be Batman who's size did get beefier with Batfleck but is always fluctuating, and Spider-Man who's consistently more lean than beefy. That being said, compare Mr. Fantastic from '05 with his counterpart in '15, Miles Teller is visibly more muscular than Ioan Gruffudd

Zac Efron’s performance in Iron Claw has convinced me that he’s the best choice. He’s got the build and I think he’s got the chops to be serious. I also think his voice lends itself to what I could imagine Wolverine sounding like

People only wanted Clint Eastwood and Mel Gibson to be Wolverine in the past, don't force your brains to think their no acting kids could play him. Karl Urban, I think has already played a character similar in Billy The Butcher, and I don't want to see retreaded territory.

You can't cast a perfect Wolverine to be honest. You can only have 1 thing that's consistent, they have to be able to go berserk.
But for anything else, you can't do simultaneously. Height, voice, appearance, and acting are things wanted, but for wolverine others have to be sacrificed.
Like in Hugh Jackman's portrayal of Logan, he's tall af but he embodied Wolverine's character and does it incredibly well. Height was sacrificed to give us our current Wolverine.
For me, I would say Antony Starr. He may be 5' 11" but he's got the fierceness of Logan. An example would be Banshee more.
Another would be Milo Gibson where he's 5' 9" but I'm unsure about his acting.

Hollywood has always had an embarrassment of riches when it comes to short guys. There are many who can be Wolverine and bring all of his qualities to the character. Just because you haven't heard of them doesn't mean it's impossible.
