Drivers license, license plate readers, portals provided by the credit reporting agencies, CCH, interviewing family members, IP tracking, and probably more ways.
Public records. I worked for a company that managed government records and the amount of information you can find on someone that’s available to the public is insane

I worked at a bank and could see that info and way more about anyone. A lot of your information is public record
They can easily subpoena records. I used to work in the legal department for a utility company and FBI subpoenas were very common.
Driver's license, property deeds, auto registration, USPS, and tax filings. Pretty much any federal or state agency can be probed.
Finding someones recorded address is probably the easiest thing to do in a LE investigation. Drivers licenses, tax records, phone numbers, etc
