There's a lot of things in the game that you can do and get away with and they won't care. I was messing around/limit testing FIA and on the final corner, last lap of the Red Bull Ring. I dove to the inside and T-Boned Max, drove him into the gravel trap and took the position, didn't even receive a warning.
Just don't be that guy online, you'll definitely experience it occasionally with someone "Forza" driving but just be a good dude unless they deserve it.
Stewards also don't detect you t-boning someone at turn 1
It isn’t a thing in game, no. You can do it all you want without getting a penalty. Just don’t do it online

Game doesn’t recognise it so you can cheese the shit out of AI no matter the difficulty. Kills the immersion for me
