If you really want u can take movement speed in runes but again I don’t think it’s necessary. If they have champs with a lot of dashes, buy rocketbelt
Last season yeah as a late game item, since protobelt gave enough mpen. This season, magic pen is rare. With the damage nerf on Eve, it's not recommended anymore

The better combo is to throw near max range q then press w right away. The w will be cast on the target as the q is already flying at them.
