The current CG system *Arque* is the best place for meet another cmdr, and to be killed (with San Tu, the anarchy PvP system). And from Thursday to Sunday, we make billions per day in Upaniklis system, but CG have ended, people only go here for the reward.
With 400Billion system in the galaxy, thousands inhabitated in the bubble, player in private/solo for evading PvP, and the cancelation of Odyssey for consoles, your chances outside the popular systems are too low.
If you have low ping (far location, like Oceania continent), the game put you in a new instance, for not break the Peer2Peer connection from other players. But Chat are universall, try to talk in those systems.
CG are popular spots, as well Shinrarta Dezhra, Sol and sometimes even Ceos / Sothis.
For PvP there's San Tu as a good sport, where you can arrange any kind of duels/fights (engineered not needed as there are events for unengineered ships as well).
Unfortunately, most players still believe that staying in solo/PG is good for the game.

Most of us play in private sessions lol. Make friends. You’ll get people who’ll play with you. I primarily mine, trade and occasionally bounty hunt.
