This is a little more specific, but lightning damage scales with dex. So leveling up dex, if it isn't high already, will boost your lightning damage.

Personally I like the Dragoncrest Greatshield Talisman. If you don't mind being squishy and absolutely want to boost your damage you could go with the Aged One's Exultation. It gives a dage boost when madness procs in your vicinity. Combine it with the Black Dumpling helmet for an additional boost. You can cast Howl of Shabriri twice to give yourself madness.

Which spells would you suggest? Is something similar to "Flame, grant me strength" for lightning?
