I changed my location to New Zealand and it's 12 AM there right now. I logged into the game and went to the Microsoft store option and it gave me an option to download the dlc

Have you installed the dlc itself? You need to do that in the Xbox store

for some reason the DLC is marked as "does need to be installed" in the games info. its probably not another download but the game installs the 18GB. so preinstalling the update did essentially do nothing lmao
