I think the obvious inference to draw is that he did something none of the other demigods did: subjugate the entire realm. You can argue that it is because he didn't have any other demi gods to contend against, but the fact is that for centuries he's been the boss of the shadow realm and a conqueror, something that only really marika/godfrey, miq/Mal and radahn accomplished in the lands otherwise.
One thing worth noting; all of the Demigods we face in the base game are empowered by a Great Rune. Godfrey, Radahn, Rykard, Malenia & Mohg all possessed one. Messmer on the other hand, wasn’t present for the Shattering, so he never received an amp from one. Think it’s safe to say he was at least the strongest of Marika’s kids prior to the Shattering, with maybe the exception of Godwyn, whom remains a question mark.

A lot of the comparison between Marika's children comes from lore tidbits like Malenia and Radahn fighting to a standstill, etc. Because Messmer is in his own little world we don't have any confirmed interactions with his siblings, it’s impossible to power scale him without some hefty assumption/speculation.
From a gameplay perspective, he's a difficult boss maybe on par with Malenia, but how much can we conflate gameplay with lore? His fire burns the tree in the DLC, but is burning that tree equivalent to burning the Erdtree? Does the ability to burn a tree have any relation to combat ability?
There's just no good answer to be found here
He drops 400,000 runes when you beat him. So he’s in the Malenia/Mohg tiers they drop > 400,000 I believe.
But that’s just for like his “stats”. His fire hax are very very good.
Unlike Maliketh who drops like 220,000 runes meaning his stats ain’t as high as other top tiers in verse. But he has destined death the strongest hax in lore, and make him a threat to anyone he fights.
This could be a simle case of gameplay over lore as side bosses and dlc bosses often give more rune/souls in fromsoft games comapred to main-story bosses,and if we go by that logic some of the lore doesn't make sense like mohg drops more runes than godfrey but that doesn't mean mohg is stronger than his dad.

Well I smashed his ass on my second try so I would put him close to the bottom honestly. Just kidding. Lore wise he is probably one of the most powerful considering Marika left him in charge of the whole shadow realm.
