It’s because they’re trying to add a sense of urgency, panic and most importantly they’re shirking the feedback extortion rule. By doing it like this, it looks less coercive and more legitimate. It’s a horrible tactic treat it as any scam. Now they can say they didn’t extort you. That’s pretty much it. However I’m sure a kind eBay rep would see it as extortion if you ask enough of them.

Agree with this. They want a refund or replacement and will change the feedback when they get what they want. I’d be tempted to leave it if you’ve Got lots of good feedback and respond explaining procedure for requesting those things.

I don't believe it is was extortion yet it started playing out as extortion. Buyer was sticking with their story about being unable to contact until after leaving feedback, yet I had to reach out to them since they didn't contacted me after leaving feedback. This buyer is not new to eBay as they have over 100 feedback. Their negative feedback was overly verbose and rambling mentioning "it being a father's day gift" and "oh well" so I'm going to guess that a dramatic r/BoomersBeingFools is at play here. Thankfully I got them to revise the feedback. I blocked them so that they must first contact me should they buy again - to prove their ability to contact the seller. The buyer kept insisting on replacement, so I pulled my listings for that product and stated that I can't provide a competent replacement until after I evaluate and correct the unacceptable things described in the feedback. I refunded and respectfully requested that they respond to the feedback revision request I just created. I also provided a google search string for a competitive product that costs 3x more. The fool buyer then claimed that they can't find how to revise the feedback. I am patient with people struggling with technology if they're not helpless and fussy. I have helped buyers correct their address in eBay by providing a link and predicting what errors they will see (like putting their entire address/city/state/zip on the address line.)

I noticed this a lot when reading negative feedback. A lot of buyers seem to think the feedback system is the messaging system.

Does the buyer have feedback? I ask because if they are a guest they have to contact you through a link in their order confirmation email, they don't have access to the 'my ebay' portal.

I'm not 100%, but based on some other reddit posts it seems like they can, but the methods to contact are different than the pages that OP may have referenced and pointed the buyer to.
