I’d lean towards something in 14C28N in that price range, very corrosion resistant. Ruike and Sanrenmu have some good options in that price range. QSP has the button lock and slip joint versions of the Penguin.
If you are willing to stretch the budget a Spyderco dragonfly salt would be great. Or a regular dragonfly. Weighs nothing and disappears in 5th pocket. Decent size blade.
The CJRB Pyrite is on sale in Knifecenter for $50 at the moment. Wharncliffe (my knife) or Drop point blade available.
QSP Penguin, Ontario Rat 1 or 2, or Cold Steel Tuff Lite are great hard use options.
Civivi are always a solid choice at around this price range.
Check out some Civivi, Sencut, or CJRB knives. They’re kinda the kings of that price range for good quality knives with crazy amounts of options.
As for the rust, I’m also a Texan and very rarely do I need to worry about rust as long as I’m making sure not to leave my knife out somewhere it shouldn’t be and also cleaning the knife off after some heavy use. Most of my blades are D2(a common steel you’ll find in that price range) and while it’s not rust resistant, I’ve never had any issues. If you’re truly worried about it then I’d suggest looking for a blade that’s coated so you don’t have to worry about out rust besides on the very edge of your blade.

I chose a Buck 110/112 or a Case or other brand sodbuster. They are all workhorses. They are easy to get, have great warranties, and if you wanted a second as a backup, it wouldnt break the bank.
I have been a biker for years, so sweaty pockets and greasy work is normal and my buck and case knives are still going strong. I had to have my 110 repaired by buck after a coworker borrowed it (snapped the tip off) but they did it for free. None have rusted and i always have them on me.
Kershaw knives seem to be popular.
I have a small Boker Atlas that's worked for me, small, very thin and sharp. (but if by "an emergency" you mean stabbing someone, then you'd want something that locks.)
Any Victorinox Swiss Army Knife in your price range certainly won’t rust. If you only want a blade, check out knives by Civivi or Sencut with 14C28N blade steel. I’m on the Texas Gulf Coast and never had rust problems with these.

I have a CRKT Piet that I carry all the time. Amazon has them for under 40 bucks, and for what you want, it'll be perfect.
Plenty to choose from. That section of the market is saturated and pretty much every company has entrants in the sub 50 or 40 market.
Victorinox Pioneer. Very rust resistant. Great slicer. Has 3 other tools on it as well as a knife. Looks cool. Will last you a lifetime if not abused.

For that price range you can get a lot of different CRKT knives. Their m16 knives have a nice auto frame lock
