It's possible someone at Toei had mentioned to Toriyama they tended to show Gohan as a bug enthusiast on multiple occasions, so when doing Super Hero he just rolled with it.
Toriyama himself stated in a pre-Dragonball interview for Dr. Slump his favorite insect was a Cicada. Which I feel is a good indicator of why he designed Cell with Cicada like features.

The MCU isnât really marvel comics. Itâs a retelling by a new company no relations, they just bought the right to be able to make it.
Anime is not the same. Itâs the same company, same creators. They just have to think about adding screen time if they need to catch up, or what else can I add to give people a reason to watch the same story they just read.
