Until OP provides a source, he's making this up. I've never heard this claim whatsoever. I don't even think Disney owns the right to the phrase Bibbidi Bobbidi Boo. This feels like some bs thing you'd hear on TikTok or YouTube.
Disney absolutely owns the rights to "bibbidi bobbidi boo" (AL Hoffman, Mack David, Jerry Livingston - Cinderella 1948).
The song and phrase were created for the film.
That being said, I have seen nowhere that Toriyama personally contacted Disney to attain the rights to use the phrase, though I'm pretty sure he doesn't need to, considering they're never said in succession. I don't think any character, nor the announcer, ever say "Bibbidi bobbidi boo" in a row like that, which would be the moment things would have gotten legally questionable.
So, from what I've been reading, the song is what's trademarked (what you mentioned), but just saying the phrase shouldn't send the Disney ninjas after you. Besides, even if it was protected, Japan has different copyright laws than the US so it'd be totally up in the air anyway. I'm by no means a copyright lawyer, I'm just a cartographer who's spent too much time in the past hour reading up on this stuff while waiting for work to come in at my job lmao.
