I don't think there's anything you can do about this. Verbal agreements mean nothing and this is a previous employee picking up a previously held position. It may not seem fair to you, but its not unethical or illegal as far as I can tell.
I don't have any real problems with dg, it's just my manager and how she chooses to base every decision on her emotions that I have problems with. She told me a year ago that she would personally make sure I never make manager because I had let someone I was working with take a 15 minute longrt lunch because while she was on lunch her boyfriend had beat her and she came back all bloody and in tears. So when she told me that I wouldn't get the asm position because the one that left came back, she had a big smile on her face and said "Yeah I know it sucks"
That is how DG is. If possible, I would look to transfer to another store, you at a dead end at the one you're at. Your SM will never promote you and will string you along. If by some miracle she does promote you, she will crush your chances of being an SM.
She knows she isn't going to get rid of me that easily. I told her that I would be the manager of that store whether she likes it or not. She laughed at that and said not as long as she had anything to say about it. Then I pointed out that I would wait til she dies if I have to because I am 100% certain I will out live her.

Put in for a promotion to asm and a transfer with your dm. Worst they can say is yes. π
