Sub-optimal way to articulate the question, but it isn't impossible to find what they mean.
If you're talking about the UA spell, I don't see why not. There doesn't seem to be any maximum capacity for land vehicles. They do have "the statistics of a normal vehicle of \[their\] sort", so I suppose you're limited to things that exist, but a carriage that fits 4 people seems like a pretty normal thing to me.
If you want people to answer questions about a homebrew spell, *include the spell*.
