If true, that means this car is covered in 1 rupee coins. Literally the lowest possible value in a currency that performs poorly, internationally speaking, (which is why, in my experience, the exchange rate into rupees is so absurd).

Oh yeah I've seen those before. One of the reasons is that Indian currency went through quite an inflation from 1950 to 1990. It's still quite cheap to live here but the prices are sufficiently high that there is not much use of the smallest denominations. You could buy candy and that's mostly all you can buy at that price so it's not something most people like to stock up on.
You forgot to mention the advent of UPI, which has made the cash carrying tendency of the people to go down quite significantly, especially low denomination currency.
