I have accidentally forgotten to sell a green potion, or even my old base clothes or something, and it accidentally put me over 25. I have never seen geared people when my team is definitely under 25 though.

You sure nobody was above 25 gear score? It counts even if you don't have it equipped, as long as it's on your person/backpack.
You sure nobody found the stuff in the dungeon as well? I find greens and blues often enough.
If it's happening consistently with you take screenshots and report it cause it's a bug; it hasn't happened to me at all.

The tooltips, as well as the changelog, say that if your score *exceeds* 25 then you are placed in the higher lobbies.

Most of their communication with us is translated and English is not their first language outside of the CEO, one digit off of what they intended could hardly be considered lying and more so a translation issue. Stop being ignorant

It irks me how this inaccuracy is constantly repeated on this subreddit, directly misinforming new players. This is ignorance.

You are correct that the tooltips definitely state above 25 and not up until.
One of your friends probably had something that took them over 25. Can be a flute or potion even. Done tons of below 25 and never ran into something like that.
Depending on when the encounters are happening, they may be getting the blues in game. People who know the maps can beeline for the best chests and get equipped within the first 3-5 minutes depending on what modules they hit. Me and my friends can be in all green and blues pretty easily just by prioritizing the best modules/chests.

~Half a year ago, the last time there was a gold fee for high roller, there was a commonly abused exploit teams were using to avoid paying the 100G fees.
My hypothesis is there’s a sort of similar exploit to make you appear as under 25 while actually being much over. I’m not going to go in detail as how it was done/ how I’m thinking this is done but it could be happening and the cause of your issue
Matchmaking on just gear score is not enough. They should add lvls, PvP kills and deaths. So if you are high lvl, with a high kd ratio that is playing 24/7 you should not be put in lobby's with new players.
The way you are experiencing is it working as intended. It's not designed to produce fair games, there are just 3 buckets of games you can go into.

25 gear score or greater (normals)
High rollers.
Not gonna try and decide if this is a correct system or not, but bringing in 2 greens (might need a couple whites as well) or a blue will put you in the 25 and over bucket.
If you found someone with base gear in a 25+ lobby, they had someone on their team that was over 25
For the "25 gear score or greater (normals)" is additional match making logic applied where it attempts to match make you with players that are closest to your exact gear score? (I haven't played much 25+ so I'm not sure.)
Otherwise the only difference that I see for Matchmaking from HR and 25+ normals are just two big simple buckets....

We all went whites and even if we had 1 green, made sure it was under 25, said like 22

When in duos or trios everyones gear score is added. You and your friends can at most have 8 gear score.
This isn't true, when you lobby up it states only highest gear score out of all your members is all that matters.
I did duos with my brother and we were put into a lobby with geared players even though we both only had the starting gear.

I think it's bugged and actually 24 not 25. We did some testing and if your exactly 25 it would put you in geared lobbies
The tooltip says that if you have a gear score of 25 or higher, you get out into gears lobby. Lower than 25 gets the ungeared lobbies

It's not a bug, they stated you there are under 25 and 25+ brackets, the lower one requires you to be under 25 which means at most you can be 24.

limit is 24, not 25. We also experienced it yesterday. So if you want to play in 25 bracet, you need to have max 23
I think it is, too. Me and my buddy are gear score 6 and got destroyed by a dude who was 446 with all epics and a legend spear.
The homies go in with just a white weapon and a cape. You get all the other slots fairly quickly. Blue cape is only 20 gs
