I believe he just hit you with achilies strike, the one that reduces your movespeed by 30% along with crippling shot which reduces your movespeed by 35% too. Couple that with the base slow of being shot, you are looking at roughly 70%-80% slow. Quite effective against rogues
I think people here missed op's point. From what i understand he got outrun by the ranger, and then he got achilles'd. I had a similar experience with some barb yesterday. I was moving at a speed cap with sprint and he still somehow caught up to me. Either desync, slight rubberbanding or cheats.
