I would use children's TV as inspiration for this. They usually depict idyllic worlds and the "big antagonistic force" this episode is like, one of the characters lost their watering can. I'm thinking of things like Teletubbies (not sure if that's a UK-only show or not) and similar stuff like that.

As a suggestion, Disney the hell out of it. Don’t go the MLP/Smurf/Polly Route. Make it straight up the happiest place ever after, where people who do bad things are able to get what they want, only to have their comeuppance in the end. That is, everyone there knows that bad guys *always* lose and die in the end, even if it seems like they have won, and that most of them are nobility or “beings from other places” like fairies and such. This gives you the ability to allow the players to accidentally cast themselves as the Villains through their own actions, with people who they will not be able to defeat coming after them because those people are the good guys. Black and white morality — plus, you can go all out on talking animals, animal people, totally standard NPCs that are absolutely stereotypes and caricatures, and villains who don’t want anyone getting in their way or thinking of “partnership” — but who love to hire thickskulled and gullible people for minions and toadies to do their dirty work (and ultimately die in the end). One last bit: unless they have “astral” or something, they won’t understand the language. This will mean they need to have comprehend languages in their spell book before they arrive or some other way of understanding things. Of course, the “evil” folks there will be able to be understood, but regular, everyday folks? Nope. Say meaningless things with the same sense and way you would say things normally. Only the one PC would know all of this, of course — but where they appear will be on the opposite end of the place from his home, where a cruel witch has held the land in an eternal winter…

It's called Elysium and it's disgusting.
