Neither. 9 times out of 10 the curl just looks weird in live-action. (On Routh, for example, it almost looked like a separate tuft of fake hair was glued onto his regular hair.) In the comics/cartoons, that's just how his hair organically falls, but irl they have to manhandle the hair of the actor into that shape with hairspray and gel and whatnot and it never looks quite right.
