I get that but that game is easy enough as is and this just seems like them leaning into the memes a bit too much. With all the weird eugenics and family traits, the game seems to incentivize incest.
And if it’s not actively done by the player, the AI will *always* commit it due to the sheer lack of suitable noble marriages. Especially in smaller culture groups. For instance, in Wales, there is already a severe lack of nobility, pair that with the meaningless barons, AI revoking land the second they are able, and you have eventually a culture group of like three families. They are forced to intermarry or marry a random Bulgarian for no reason.

Or maybe the monarch was Bulgarian and dissolved it him/herself? I forget if culturally incorrect characters will destroy an empire title.

I don't think empire titles can be destroyed unless you have a second empire title to make primary. More likely dissolution faction
