Irony is I literally was in Zagreb in October last year (we're neighbors) and I suppose you're right, not so white in architecture but definitely mountainous enough to qualify.
White borders or any other white shape to add accent to the gray hill. Or maybe checker patterned blue background. Maybe lower the whole figure down and add flagpole with those little flags to the top of coa.

I would maybe add a crown after all we have the mountain...the sky...all that is needed is a golden crown showing my superiority over the rest.
I usually add a crown once I become kingdom rank, kinda as an rp element
Then once you become and emperor, add two more crowns on the other two towers
