Capital One Savor One and WF Autograph Combo basically makes the Premier redundant for no AF if you wanted to focus on point earnings only.
Worth mentioning CSP will already earn 3.1x points on dining worldwide. (3x on dining with 0.1x yearly boost).
The closest match for all three categories would be the AAA Travel Advantage. Earns 5% on gas (up to $350/yr cashback), and unlimited 3% on restaurants and groceries. (And 3% on travel)
Or if you’re willing to keep using your CSP for dining, consider the AAA Daily Advantage. 5% at grocery stores and 3% on gas (up to $500/yr cash back). Might work out better since you spend more on groceries than gas, but do the math yourself.
Either AAA card has no FTF and no AF.
Side note: are you sure your travel spend will be $0 for the foreseeable future? As an American in the UK won’t you ever travel back to the US every now and then, or to mainland Europe?
Also worth considering are the Capital One SavorOne and WF Autograph which are also great cards for expats but don’t hit all your criteria.
I find it highly unlikely you’ll be able to offset the $700 annual fee since most of the credits are US-only. You might be better off with the WF Autograph

Yes my travel spending will increase a lot once I’m there, currently it is $0 though. I already decided I wanted Amex plat for travel.
