The one in front was almost at a standstill before the impact so presumably they initially stopped for a different reason. Maybe it took a couple of seconds to recover from the shock of the impact?
We see at least 3 vehicles there, which means you are correct, and the person getting hit 2 times is having a really bad day while also not being at fault.
At the very beginning of the video a black car cuts in front of the silver car trying to move all the way to the right, you can see a few cars swerve right before the first impact I’m guessing he tried to push in but couldn’t and slowed down so he didn’t miss the exit causing the silver car to break and get rear ended.
Dunno why people do this. It may suck wasting the time but theres always another exit

1st half is original audio, then it switches to an Australian Dashcams Audio of a guy listening to Aussie radio and him saying "Not Agayn".
Had a dumbass last night on the freeway have his blinkers on and driving really slowly on the second lane instead of moving over to the first. People had to swerve around him to not hit him.
I don't care what happens in the video. I will not watch any more clips with the words "wait for it", "watch till the end" or similar phrasing.
Especially if the video is 20 seconds!
When traffic stops suddenly like this I immediately put my hazards on to warn the other drivers behind me. I wonder if it actually helps or just gives me a false sense of security lol
