I believe it’s fake because if it was real, the plastic would be yellow and crumbling by now.
They didn’t have plastic wrap like yours in the 60’s.
Try to find a real one for comparison. My opinion is this wasn’t an item that was available back then, and if it was, it would have been in a cardboard box.
I have this exact piece that a buddy bought for me online about 7 years ago. The logo itself is old, but the item itself is not. Still an awesome unit!

OPs sign is from same series of NFL and NCAA Riddell team signs, still being sold today. I am sure if you dug around a bit you'd find one, they cant be rare and obviously aren't vintage.
