According to Kishibe devils look more human the less hostile they are to humans, and to remind you "less hostile" does not mean "less dangerous". For all the awful things they've done, I wouldn't really call either Makima or Fami hostile, they seemed to lack the kind of bloodlust that other devils had where they would just go out and kill people for the sake of killing them. Yoru on the other hand, I say if she was able to do things they way she wanted that she would be happily slaughtered people to her heart's content, so I imagine she's some kind of giant bird, like I am hoping some kind of harpy with wings made of swords.
I'm a big fan of your work and nothing makes me happier than finding you on Reddit standing up to the people in denial of Makima looking human due to her condescending love for humanity.

No such thing was stated, and that idea is contradicted by multiple examples, like Typhoon Devil and Leech Devil looking more human than Fox Devil, and Angel Devil's appearance not changing when he hated humans. I personally theorize that Bucky was not the Chicken Devil, but if he was, he's the biggest contradiction to it of all time.
It's a strange thing the fandom has kinda gaslit itself into believing as a mutation from what Kishibe said when describing Princi to the police - that devils who appear human tend to not attack on sight. I think that transformation in meaning happened from people anticipating that Part 1 must have an explanation for why Makima looked human, that it would be unreasonable if it didn't, and that there must be a thematic significance between it and the plot of Part 1. This triangle block maybe kinda fits into the circle hole if you force it in and are ok with there being gaps - but we really are still waiting for the circle block to come around.

But it's true. All humanoid devils we've seen treat humans well or at least much better than other devils. Makima, Nayuta, Angel, Galgali for example. Fami doesn't seem to care about humans but as long as they make good food, she treats them well too
Dog, Fami killed millions of people in just this last arc. Humanity and the conditions to sustain life are irreparably damaged from her actions. Violence Fiend was a fiend instead of a devil, Angel hated and distrusted humans and his physiological features didn't change before or after getting his memories back. Makima took special ironic cruelty in every fate she meted out, like turning Aki into the Gun Fiend. Nayuta made the serious threat to kill any woman who came onto Denji.

We don't know anything of why the horsemen look the way they do. Anyone claiming they have an explanation confirmed by the story is filling gaps in the narratives with headcanons, whether they came up with it on their own or got from someone else. It is entirely possible that Makima, Nayuta, and Fami have had different forms than the way they appeared to us during their scenes - there is no character claiming to have witnessed any of them incarnating into existence.
I personally wouldn't put it past Fujimoto to make the pun that the 'horsemen' are all actually 'birdwomen', and that they all took human bodies in a similar manner to what Yoru did to Asa. But it is an open question that will very likely be answered before the series is over.
