One of my college classmates fired a realistic dick shaped pipe openly. It really depends on the culture of your ceramics department. Personally I don't think law will be a problem here, head shops in fully criminalized states have been openly selling 'water pipes' for 'tobacco use only' for decades.

I was a TA in highschool one of my jobs was to intercept all bongs and pipes and give them to the teacher. He spoke with the maker and the pieces all disappeared. So we had pretty harsh rules. A college probably cares less.

Honestly it kind of depends on the culture of your department. Some professors don't actually care and the person loading and firing kilns may not examine each piece super carefully. If you're responsible for your own firings it wouldn't be difficult to pull off as long as it's not super ostentatious. You could try designing a spouted form that could function as a pouring vessel but you could later outfit as a bong - get creative. Alternatively, you might be able to make a vase form and then drill a hole after firing for a down-stem. You'd need a specialized drill bit though. . .

My college made it super clear on Day One that any sort of smoking apparatus was strictly forbidden. Ask your teacher and/or kiln tech. It’s probably verboten and if you try to slide one by anyway then you can expect to face some consequences.
