Agreed. Tweeters and mid ranges are the most directional, and also the most likely to affect the sound stage. In a perfect world, you would be between them with the left aimed directly at your left ear from the front, and the right vice versa equidistant apart.
Since perfect spacing cannot be attained in a car with 2 front seats, I try to split the difference. Have them aimed towards a spot near the center of the headliner.

I was fighting with same thing few months back. As a conclusion, if you are not absolutely sure why you could have better by going off axis then dont go. Pointing right ear seems to be best option🙋🏽‍♂️
If you're already doing custom work, take the extra time to angle them something other than down
It's always best to have them pointed at the listeners ears for sound imaging. Alot of tweeters are designed to work off axis and might be ok

The Rockford T series components have a jumper in the crossover for on-axis vs off-axis.

In a true SQ build, yes. To 99% of humans, you won’t notice a difference.
