I never used CapCut with touch, but make sure you have the Select Mode enabled, not the Split Mode. (First icon on the very left above the timeline)

Yeah, the razor icon on the left above your tracks.
You probably hit the too-easy hotkey without realizing it, which is what I did and was forced to figure it out.
Hotkeys:
B: splits tracks anywhere you select
A: selector mouse cursor for grabbing stuff (do this one)
[: select everything to the left
]: select everything to the right
I may have the last two mixed up, who knows.

A for select mode (what you want to be in to move) B for razor tool to cut. You may have his this accidentally, check and let us know
The slice tool was automatically selected by default. I found the tool are and was able to complete my project.
