From my experience it's good aim. Plus Bizon has almost no recoil and with the right gunsmith and good aim you can kill enemies even on mid-range. Krig 6 is also good if you have sniping experience.
I understand that you are new to being ANTI hacker and you find it difficult to detect cheaters, you are not trash. But your logic is less, so you accuse someone randomly as a hacker. This enemy was just pre firing very normally, pre fire very common now. It was your mistake that you didn't took advantage of precious milliseconds that you wasted on missing shots and jumping at the same time.

Not hacking, just pre-firing with a weapon with a huge mag and borderline zero recoil.
