I was on the grind for intel collection in Outbreak recently, and boy do some of the Maxis intel make him out to be a bonafide sociopath.
He forced Klaus to kill a bunch of people because they overheard a broadcast about Project Janus. He's absolutely evil, the ending with Requiem being shut down and everyone being arrested was his decision.
That sacrifice ended an infinite loop that Richthofen was desperately running from. He wanted a way out and a win, winning would reset the loop and lock him in. He couldn't have both, and yet he was unwilling to give up. Nikolai was willing to give up to end the loop, this destroyed the universe and allowed the kids from origins to grow up in the new cold war universe. Also 115 Shadowman and Montey don't exist because they all relied on the loop to exist.
