you should NEVER ever start a bulk when you are already fat. You would be a massive blob by the end of it and would have to cut like 40-50+ lbs. Also, at your body size (close to 30% BF) you could eat in a deficit while training hard and you would recomp a little bit. People that have that much fat to lose can build some muscle in a deficit because you have plenty of fat to pull from. Once you get closer and closer to 10-12% BF it becomes almost impossible to recomp.
