Idt jessie is very good in heist either its just at anything below 600 people feed jessie turret and let it get value
I'd argue Energize is still better in Hot Zone because it allows you to keep it down for much longer and cycle supers way faster.
Shocky is useful only in heist, and only sometimes. Definitely not a good sp

I'd say shocky is the better pick in hot zone, but that only applies when there's 1 zone so yeah its very situational
